Is this clock silent? It doesn't look like it has a seconds hand so I'm thinking it won't tick, just want to make sure.

We purchased 3 of the clocks in October of 2018 and they all have a "smooth move" second hand that does not tick. I am buying 2 more today.

No! The clock has a silent non ticking mechanism

can this be placed outside?

Yes. But I don't know how the battery would last exposed to the weather. I have the clock on the wall in my room. It works well and is easy to read, even without my glasses.

Can this clock be read at night? Does it light up?

This clock does NOT light up. The contrast between the white numbers on the blue background makes it very easy for me to read it at night with very little light from a nightlight in my kitchen.
