what is difference 50570 vs 50655

The difference between Inside & Out (50655) and Super Protectant (50570) is that In & Out can be used on the outside plastic, rubber and tires as well!

Is this the same as the Turtlewax F21 vinyl protectant?

I believe not -- their new Performance Plus Super Protectant smells and works the same, and has the same features on the label (I have both). But I will say I do prefer the Mothers Protectant for it's ease of use, subtle appearance and nice cherry scent.

Can we apply this on piano black shiny plastic trims on the left and right side(on exterior pillar A) of windshield?

It might work, but I would recommend Turtle Wax T-125 Premium Grade Trim Restorer for your application.
