Is this an SAE No. 30 weight oil?

Motor oil has two grades #w##, e.g 5w30, 5 is the weight during winter, hence the "w", and 30 during normal operations. SAE 30 means that it is always 30, even in winter and it is used with most chainsaws...byt if the manufacturer did not specify, it can very well be SAE 30.

What's the correct way to cut down a tree

Pick the safest direction to fell the tree. On the side toward the direction to fell the tree, cut parallel to the ground about ⅓ through the trunk. Then cut down at an angle to cut out a notch. Go to the opposite side of the tree and cut about 2 inches above the parallel notch cut out on the other side. Cut slowly until tree starts to fall. Then get away from the tree opposite the direction it is falling.

is this a vegetable based chain oil? my black & decker chain saw recommends a sae 30 weight or a high quality vegetable based chain oil

If it recommends SAE 30 as well, then it doesn't exclusively require vegetable oil...a) it's a chain saw - just use some oil labeled chain saw bar oilb) it's a black and decker, which likely doesn't require the finest of lubricants and the rest of it is going to break long before the bar oil causes damage...
