Could this be used to slowly heat a small above ground pool? Just wanting it warmer.

Funny how all of the answers here are probably not, I doubt it or I wouldn't. Don't answer the question if you don't actually know. I use the eco 8kw coupled to a standard water heater recirculation pump and it works well for 2000 gallon pool. I would say though 8 kw is minimum for this much water. I can maintain 80°F in ambient temp of 60° (nightly low) to high of 72°. I run it about 2-4 hours a day depending. Costs about $3 - $6 to run per day. Hope this is useful information.

will freezing weather damage it

As long as the water is able to run though the pipes it won't but the water won't be very hot. Only heats the water to a certain degree above original temp. Check the specs on the web site for more detail.
