Will this work to program wheel sensors from a 2017 ford f150 to a 2007 ford f150 xlt?

It should, the specs are for 2007-2020.

Will it work on aftermarket tpms as long as they fit ford's within the years listed?

Yes, I was able to use it, although I don’t remember the manufacturer of the tpms sensors that I got, I was able to set up the sensors on my sons Ford Focus. Simple to us.
