No this is not a stain remover. It's catches colors. You add it to your washer when washing new clothes or a load of colored clothes if you think the colors will run. I love these sheets! I've have never had an issue. Highly recommend.

Can these be used in the dryer as a dryer sheet instead of putting them in the water?

I don’t feel that they, if your using them as intended to stop color transfer, would be effective. You can however, put them in the dryer along with your wet clothes after both went through the washing process together.
