I want to use phone with different provider than at&t. can you (the seller) unlock it before we buy? or send me the imei no. to check with att?

Warning; if refurbished: mine can';t be factory reset, I don't have the pervious' sec code/password. Default no good. I'm stuck with a 1/2 useful phone, only can send basic text, on links; and other issues. Last pre-owned phone I'll ever buy.

Yes, as long as you get it already unlocked or are going to use it on a main compatible carrier. Like this unit is usually for at&t.It's a 4g type unit. Little new universal 'C' usb charging jack.
Note keypad: Just below the ring-n-core buttons, used for navigation of pointer on web, the button below is the "back arrow" button instead of a web null key/button, (like speakerphone). What happens when I usually attempt to scroll down, text/u-tube/marketplace/any-sight, is that the back function is triggered, sometimes multiple pressed for 1 attempted down push.
This is extremely annoying, cost data/time/reaction gap, induces loss of findinf a cool random suggestion that may have popped up for sale or watching or reading, and is a 10+ times dumber design than the Pinto gastank layout. If I could go back in time . . .
Mine wasn't fully reset, old password still stored; so had to start using and unable to do little things. (Ring tones, alarms, backgrounds. ) 
If used, verified it has been totally factory reset. Email seller. Then you will enjoy nit more than I, except for the back button stupid placement.

can this phone work with puretalk carrier?

Short answer: Yes.    More detail: I bought a renewed version of this phone (Kyocera E4830) but from a different vendor (popular auction site) and am very happily using it with Pure Talk.  Since Pure Talk uses the AT&T network, this phone works very well on it. 
Setting up for Pure Talk is a bit more challenging than just inserting the sim card, since after installing the sim you also must change the APN (Access Point Name) from AT&T to Pure Talk.  However, this is easily done under the Settings choice in the phone's menu using the instructions included with the sim card you get from Pure Talk.  I had no prior experience changing a phone's APN and found the instructions straightforward, clear, and easy to follow.  Had the phone set up and working within about 15 minutes.
