Yes. I have used this with a Honda, a Ford, and a Toyota. The Honda and Ford both ran every test/diagnostic/service with engine off or on. The Toyota occasionally required me to cycle the ignition between off and accessorie power on while scanning due to the different ECUs timing out, but otherwise also performed all function needed with engine off. Certain makes and models may require you to run the engine based on what service function you are doing. Best advice is to contact support on their website. I did this before purchasing to ask which of their devices would work best for my repair and if the function I needed was included for the specific job and model I was working on. They responded the next day by email with a recommended product and attached images of the menus and functions in the order that I needed them for the complicated relearning process I was doing on an electronically controlled hybrid ABS unit. The only thing you need for this tool to run is for the ECU units to have power to them so this tool can communicate with them. Think of it as a phone call between your car ECUs and the device. The device won't do anything if the ECUs don't answer the phone or talk, which is why they need power to talk to the device. Hope this helps
