Yes - it has an rj45 efferent connection so you may connect direct to a computer or to a router for wifi - I use it both from a pic and an ipad

using something like a s16 snake can you have 16 xlr outputs with this product (if not how many xlr outputs can you have)

I believe that is correct you also have availability of 12 monitor out which can also be configured to what function you require.

Does it have "Scene Recall", and if so, how any scenes can you save?

Yes is has

Internally it can store up to 100 scenes and 100 "Snippets" which are kind of subscenes where you can save and recall just parts of the desk setup.  It can also store "presets" of EQ settings,  dynamics, FX settings and many other things., I can't remember exactly how many but it's a lot.

And if 100 isn't enough for you all this data can be written to or read from a USB stick (or several) so once you have all it set up you can carry an entire show's worth of settings in your pocket. Just plug it in the drive upload the settings to your desk (or even someone else's) and you are ready to go. In theory once initially set up you can run the entire show without even touching a fader.

But there's more, If you have a laptop with you, (I carry one for just this reason) you can make use of another handy feature, all these scenes, snippets and presets can be uploaded to the Behringer X32 edit software (free from the Behringer website) from there they can be edited (offline if required ahead of time) and either sent to the desk or saved to disk for future use.

I use this regularly for naming the "scribble strips" as it is a bit fiddly and slow to do it with the encoders on the desk itself. a proper keyboard is much quicker. X32 Edit supports Windows, Mac, Linux, and even Raspi's and there are versions of it (or a similar free 3rd party app called mixing station) for IOS and Android. so you can even do it via wifi from a phone or tablet.

Most digital desks have scene recall to a lesser or greater extent and whilst this is not in the Midas Pro or Digico league it is not far away and the implementation of it is very versatile
 
So to sum up yes 100 scenes internally and an almost infinite number plus remote control on almost any device you care to name
