Does it hold 12 sticky buns?

Depends on how small the sticky buns are. I only use it for bread.

How does this come packaged? Will it bang around in the box?

It might. Depends on how they package it. But it is very sturdy metal and won't be daged.in any case.

How many cups of flour for bread will this hold? I have a recipe that calls for 3 cups of flour and the loaves that I bake in my 9x5 pan are too big.

I have both sizes of bread pan, the smaller one and the 10 X 5 X 3. For the larger pan, I used a bread that has almond flour/coconut flour/flax seed meal and several eggs, probably 2.5 cups of flour altogether. All fit into this pan nicely. Since I don't make white or wheat bread anymore, all I can say is that this pan fits the bill! Very nice, heavy construction, and nothing ever sticks. I have several other USA pans and all are the same...very heavy, nice, and nothing sticks. I probably didn't answer your question, but it's the same size as a regular loaf pan, so I'm assuming 1-2 cups of flour, including the leavening, should cause the dough to rise to the top of the pan.
