Is this a standard or rapid charger

It charges each battery at 280 watts. The Single chargers are 210w, 310w, 550w, and 700w speed options. So this is on the slower end, but you can charge two at once at 280 watts each.

Is there any way to determine battery charge percentage while charging?

Bought this because we had 5 batteries. Since all EGO batteries are interchangeable, we have duplicates so that some are always ready to switch out. This charger is great. It is compact and charges two at a time so we never run out of battery power.

Much better to have one charger for multiple batteries than to have multiple chargers for individual batteries. This dual-port charger can charge all of my hand tool batteries (<5Ah) batteries in short order and my larger ones in fairly good time. Add this to the wall-mounted charger for the 42" rider (six batteries on board) and I have a full-day's yard work ready to go in about 3 hours. Add this to the snow blower for winter use and even my long driveway is covered without having to wait to recharge batteries.
