I would like to make a rum cake recipe -- would the recipe be enough for these for individual cakes?

For typical rum cake (one full-sized Bundt pan), yes. Total capacity of Bundt Quartet is 9 cups; full-sized Bundt pans hold 9 or 10 cups (depending on the design). So you can easily divide your normal big Bundt recipes into fourths, & bake quartet cakes for less time.

The base of each cake is about 6" across. Each cake stands between 3 and 4 inches tall depending on shape.

Does anyone know how many inches (or centimeters) across at the base of each individual little cake is?

All four compartments are 5 5/8" across at the widest point. However, your cakes will shrink away from the edges a bit; if you're planning how many might fit on a special platter, you might figure that each cake could end up a maximum of 5 3/8" across (assuming you fill the cavities enough for them to crown a bit and require trimming flat before removal from the pan).
