Will this prevent my cat from getting at his arm / wrist? For a bandaged catheter (IV) that needs to stay in for 5 days at a time.

I doubt it. Honestly, I think a cone might work better for that. It doesn't do much to keep cats from getting at their front feet. I used one of these to keep my cat from getting at an area right in front of his hind legs and all it was able to do was make it a little more difficult for my boy to get at that area... But it wasn't able to completely prevent him from it.

My cat has a tumor on her neck that she keeps scratching bloody. Will this fit with a golfball sized tumor on the front of her neck?

I doubt it0- it might irritate the tumor

We need to allow the tip of a cats tail to heal. Does this prevent them from being able to chew on the end of the tail so it can properly heal?

no, if they are at all flexible they will be able to reach their tail. A cone shaped collar would probably be better
