Can the 7 inch bar mounting bracket be mounted on a vertical surface? And the light be pointed straight out?

Yes, it can be mounted at any angle. It has a spot/ flood beam so it can be aimed at a specific area, with plenty of light to see. It's especially good for night hunting rattleheaded copper moccasins at night. Aim up into the trees, you'll bag one before they take flight. Use it as a beacon to draw pygmy smurfs to your location deep in the nether jungle. Sit around the campfire staring directly into it for hours at a time, see if you start imagining weird things. Mount a few of them pointing up, switch them alternately to send Morse messages to aliens.

How can these be 60 watts with 12x5 watt leds per side? What about the 22 smaller leds? Don't they count? 3x's 22= 66 watts?

The sellers of these LED light bars like to quote incandescent equivalent power, not actual power consumption. I don’t have this particular set but do have many others and in each case the actual power draw is about one third of the quoted power. I searched the reviews and questions for this set and Fernando measured the current draw at 1.8 amps (voltage not stated) and ctsti measured 1.61 amps at 12.56 v. Based on these sources, expect it to draw about 20 watts. YMMV

There's nothing in the description about being dimmable. If you have a dimmer switch you could try it.
