No, there is nothing written on or inside the scoops that give the size; they do come with cardboard tags with that information, but you won't be saving those. As others have said, the actual sizes are Small: #70 (1 Tbsp); Medium: #40 (1.5 Tbsp); Large: #20 (3 Tbsp).

Is this good for an ice cream scoop?

This is a food disher, which is not the same thing as an ice cream scoop. It may work for awhile but eventually you will bend or break it. It is meant for portioning softer foods, like sauces, potatoes, stiffer batters and doughs, that sort of thing. For ice cream you want a scoop specifically for that.

Are these good for scooping out cupcake batter?

It depends on the size of the cupcake batter. This will make a medium size ball of cookie dough, cupcake batter might be a little runny for this and these might be too small. It seems like this is the wrong tool for the job. It would scoop more efficiently than a spoon, less efficiently than a ladle.
