does it include the magazines

I don't believe magazines were included, just the holders. It's been almost a year and I'm not sure.

Is this product come with a pair of magazine holsters? The pictures shows two but the the description does not say if it comes as a pair or single.

Yes, it is a pair. I purchased 3 to use with 5 magazines. I have 5 snapped together and one separate spare to give a friend purchasing 1 (set of 2) to contain their 3 magazines.
