It's made of 100% pure stevia glucosides but the 98% refers to the amount of rebaudioside A specifically, which is the expected percentage for pure stevia.

Is this stevia a white powder?

Yes, very white:) Very fine and powdery and need to be careful opening otherwise it goes all over. Very very sweet so little needed.

It is a very tiny spoon that I find too fiddly, so I use a metal one that is a bit larger and that is only 1/32 of a teaspoon! It is very sweet so you only need a tiny bit in tea etc - too much will taste bitter. I use this Stevia every day and it is the best I've found.
