Can i detach the mounting piece and attach the unit one the mount is up on my ceiling?

The bracket that is mounted to the reel slides into the mounting plate that you attached to the wall or ceiling. As long as you have room on the side you slide the reel out of the bracket, you can remove the reel.

how does it work in the cold

Can the locking mechanism be removed to provide constant tension?

I used a major brand reel/cord here in Wisconsin at -25 degrees Fahrenheit and the cord began cracking. What temperature is this rated to?

It can work at the lowest -15 degrees. If the temperature is too low, it can not work normally.
