Are these for lefthanded people?

I am not sure, but I don't see why not. This is a very nice pruner for the price. Unfortunately, they don't work out for my small hand as they open very wide.

Do these pruners stiff springs that would be hard for someone with weak or arthritic hands?

The pruners are not stiff. I believe you will be fine with weak hands. The pruners are advertised as 'women' friendly; as a older woman, I found this to be true :)

What is the maximum cutting diameter?

It can cut 1/2" hard wood and 3/4" usual wood

Two questions: Where are these made? Are these too large for a woman's hand - medium size? Thank you :)

I believe they are made here in the US but look at the details on the Amazon page. The size is perfect for a woman's hand. When I use them for pruning they stay in place allowing you to complete the job easily. Hope this helps! 
