I tried this on and it is very small and I'm a 4' 10" female. Is there a way to make it fit looser or am I putting it on incorrectly?

I'm 5ft, and would say it covered my face fine, but was not long enough down the neck. There's nothing you can change about that. I think you can make it looser around your face just by how you adjust where you attach it.

Is this a velcro closure?

Yes, there is a Velcro closure on the back. The Velcro is big enough to accommodate a good range of sizes in my opinion.
