Yes. Out of all the brands of "Soft Bond" adhesive, Ultra Hold holds the best. But keep in mind as several days go by the product will tend to weaken up with your natural body oils. Thus weaker bond time left. But yes it holds up well to water.

Does this product contain latex?

No. Ultra Hold adhesive is a silicone base adhesive. No latex used here.

How to thin out the adhesive.

Not sure why you would want to thin out an adhesive. Maybe you are asking because in time due to air exposure the adhesive has gotten thicker. If so remember that adhesive will still work the same ( providing it is not older than 6 months old ) Just a bit more difficult applying. Now if you are asking to thin it out because Ultra Hold adhesive is too strong, you won't be able to alter that bond. I suggest you try working with MITY TITE adhesive for a medium hold time or LIQUITAPE if you want 1 to 3 day hold time.
