yes. it provides inputs for powered speakers or amps. It will not power speakers directly.

The primary purpose of this component is active cross-overs for output channels. I'm using it to actively drive a pair of 3-way speakers. But you can also do a certain amount of equalization as well.

can this driver rack be use on active and pasive systems?

It is an active x-over for active multi amplified speaker systems - and can be a very useful and flexible toll when used correctly.
