Anyone know what the black pad inside the box is for?

The black panel inside the box is what cleans the carbon pads. You take the peeps out to clean your glasses.....when you put the peeps back in the box the panel goes in between to clean the pads and make the fresh for the next cleaning.

I have no idea how to get the replacment pads on the Peeps unit!! Are there different types?

How do you know when to replace the pads? Do old and new pads look visibly different?

Yes, they do actually look different, not as thick as the replacements . You can also tell because they don’t clean your glasses as well. I hope that help

Does the thing in the center of the case that the pads rub against need replaced too? It looks like it's removable...

KarbonClean (Peeps mfg.) only offers pads as replacement parts. So, by that way, no it does not get replaced. The "recharging station" to which your question refers acts as a friction to activate the carbon molecules in the pads. From information I have seen, they do not need replacement. It looks replaceable but I think that is a design function for making the charging part of the Peeps - probably easier to create and assemble in two pieces rather than one.-
