What are the measurements from the floor to the lower wooden hooks and then the top of the lower hooks to the bottom of the top hooks?

From floor to the lower actual hooks is 55inchs, to the bottom of the piece of wood they hang off of is 54inchs. From the top of the bottom hooks to the bottom of the top hooks is 9.25 inches Hope my answer is helpful

Are the coat hooks joined to the frame?

No they're not fixed but are quite firm, you just push them on wherever you want them - they hook over the wood. I've even put a couple facing the other way so that the bulk of a couple of bags I hang on there is slightly to the back out of the way.
