Can anybody please advise how to use this pad? just wipe the affected area and throw the pad or this pad will stick to affected area?

For me when I used it I placed a pad on my underwear for about 15 minutes and then I would discard it but you can wipe it but I think it's more effective when you place it on the genital area.

Can you put these in the fridge so they will be cool?

I'm sure you can but somehow they are normally cool under room temperature conditions. Not sure how that works. They certainly are not COLD, but they are always surprisingly cool.

Lisa Rinna's book says these can be used on under eye bags- eye puffiness , neck, jawline and forehead for quick tightening- anyone use for this ?

I don't see why not. Witch hazel is witch hazel no matter where on the body it is used. I would first find the least expensive product and go with that. This seems like a good price.
