How does gravity now pull the soil out of the bottom? And how do the plants know to grow down and not up?

Get potting soil, I used miracle grow. The hole in the bottom is only 1 inche in diameter. Once the soil is in there it doesn't come out of bottom, holes too small.

Do these bags have a wire circle frame on the top and/or bottom?

No wire frame on top. 100% cloth material. For the price there great, durable. Once you fill with soil, they remain round.

Does this come with the tomato plant inside? Or you purchase separate?

It doesn't include the plants, fertilizer or soil, only the planters, hooks and instructions are included.

How many quart bags of soil does each bag require?

Each bag will need approximately 3 gallons of soil.
