Do they work oh metal frames?

They will work on most metal frames, but depends on the profile. The wall bracket slips behind the metal frame.

So maybe a dumb question but set of (25) is enough to hang 25 frames? given three pieces per frame?

Yes, but also depends on size and weight. Large heavy frames you may use 2 if you cannot anchor into a beam behind the wall. They worked great for me.

Installing a gallery wall on the face of a Murphy bed. Will this hold the frames in place when the bed is open and the pictures are parallel w/ floor?

If the frame is rigid, it should work fine. If the bed is dropped into sleeping position, the jarring may eventually be an issue.
