Does the lid sit flat to lock in the steam?

It should be flat and tight, I bought one on special from Cabellas 35 years ago that had a poorly fitting lid, I made a device to slowly spin the lid on the pot with valve grinding paste to make it perfectly tight-fitting. The South African cooks will tell you that the perfect simmering temp. is when it "burps" 6 to 8 times per minute, so it is slightly like a pressure cooker. And man is it good!

So, how would you cook on electric? It will take a week to reach any reasonable temperature through its legs

You don't. It's not designed for cooking on an electric stove. It's design is for a fire/coals but I've used it successfully on a gas stove/range.
