They are BPA, phthalate free. But made with PVC which, as their customer service representative admitted on the phone, is a material unsafe for a child.

Do the food items have a little hole like some bath toys do?

Some of the pieces do. like the potato, bread, chicken, broccoli, other don't have a hole. These arn't ment for a bath toy. There ment to play in the kitchen and pretend to fix and prepare a meal, and have FUN!
