Would this work for engraving a VIN number on a catalytic converter?

Yes, it would work great for that.

Would this be appropriate for engraving numbers on a key?

It is great for any surface, and for an item the size of a key, it should work up to about 4 - 6 numbers, depending on the shape and size of your key, as well as where you are wanting the numbers.

No new tips sold, so once you have gone through the 2 included tips, you just throw away the tool?

Unfortunately we don't sell tips at the moment, but as dexter said - any 3/32 inch drill bit will work! However, if you need extra tips - feel free to get in touch with us. We'll be happy to send you some. We'll eventually sell replacement tips.
