What does this sponge have in it? Mine dried out too quickly.

Agreed, mine did as well. I don't know but it is some sort of light oil mixture. I'm keeping the container and might try to add something to it in the future (haven't figured out what yet though).

Does this help with scuff marks on crocs?

For a while they will look much better, it doesn't "fix" them but it will cover them up. Be sure to clean and dry the crocs first. I would liken it to having dry skin, lotion will give a better appearance but may not get rid of it altogether.
