what current or power does the thermostat draws by itself without a fan or a heater?

Looking at the components of the circuit board, it looks like the draw current at idle (without power to the load) should be around 0.25A or less.

Does it retain it's settings when disconnected from power ?

so this has not been problem I use it on incubators works really well for me and my needs

What is the output control on this? just a relay? or pwm? i would hope with separate start and stop settings it is pwm...(start 0%, stop 100%)?

a relay sends the power to the pads. as for a pwm the box is too small house it. does have a programmable microprocessor to trigger a transistor that triggers the relay.

Can the probe accurately sense temperature by only physical contact…for example, attached to the outside of a radiator hose or metallic fitting?

contact is best. but it measures that spot which might not be accurate for the heat requirement you want at a different location and truly is up to your application. and the heating pads/heat source should be your measuring point.
