Do the caps fit back on so it can be resealed after using?

Yes it does fit back on !! I have used these for years They have 6 drops per tube Only use a few drops per use so I replace the cap

What is the expiration Date?

The expiration date will vary based on when they are purchased, as can be seen from the different answers. I purchase a box from a local CVS store yesterday, Dec 23, 2019 and the expiration date is Dec 2020. Not knowing the manufacture date, I would estimate they would be good approximately one year from purchase. Manufactured in Ireland.
