Can you use this to connect an external hard drive to an iPad in order to view pictures on the hard drive?

I don’t know. We got it to read some files from a flash drive on an iPhone or iPad and it did not work. Returned it.

Is this what we get after the “not enough power” message?

this did not work with my devices

Will this work between an ipod touch and a ifi hip-dac?

Yes it will - if your iPod Touch has a Lightning connector.

Can I use this to move pictures off my iPhone to an external hard drive?

Yes you can, you just need to goto share the pictures to the file directory under the name of the external drive.
