Says it fits the am3/am3+ socket... anyone confirm?

no, this is not for am3. You need: https://www.amazon.com/dp/B00TBHYYFK/ref=emc_b_5_t

will it cool a thread ripper 1950X this was the only cooler i could find for a 1950x

Its specifically designed for the larger 1950x but I went with the Noctua NH-U14S which is taller and just fits in my Corsair Med Tower case. Cools excellently

does this fit the crossfire micro board

Please check our mainboard compatibility list for more details. http://noctua.at/en/support/compatibility-lists/mainboard (Noctua.at -> support -> compatibility lists -> mainboard compatibility -> TR4)

Can this be rotated 90 degrees? Want it to blow to the rear instead of top

If you are using this on thredripper, it blows toward the rear. It cannot be rotated
