I purchased two of these boxes to be used for multi-tool blade storage. Your answer is yes, there were no blades included. Both boxes arrived empty.

Are the 4.5x4.5x6 measurements inner dimensions or outer? Is there room enough to store 4.5" angle grinder cut off wheels or flapper wheels?

It’s the outside dimensions. I think it would be really tight, if it fit at all. I just use mine to put all my different cutting blades and small sanding attachments. Hope this helps.
