Yes, It does come with bands that stretch so you can use the cycplus on your handlebars. The fit is very secure.

Can this be powered via usb continuously? Like to a power plug in a vehicle.

It comes with a short USB charging cable so you should be able to keep it charged while riding by rigging up a battery pack. I never had the need to do this so I'm not sure if the unit will display your ride data while charging.

What are the outside dimensions of the unit and how many inches wide is the mounting piece that attaches to the handle bar?

Outside dimensions are 2.19in square or 5.5cm x .75in or 1.9cm deep A very easily mounted cool computer. It works with quirks. Mount is 1.25in or 3.18cm. Buy it, it works!

Does it keep track of rpm?

No. Tracking is done entirely with GPS. There is no mechanical or electrical performance info directly from the connected vehicle you attach to. You only need a clear view of the sky, no excessive trees, canyons, buildings, etc.
