Is this compass liquid filled?

It's filled with oil, I know for certain because two out of three were leaking when they arrived.

Can it be opened single-handedly?

Yes it can! There's a little notch where your thumb can just flip it open

Mine does not work. It points the same way no matter what.

The issue I have is with 'glows in the dark ' have not figured out yet how to get that feature to work. Other than that is fine.

is it latched securely?

In my opinion that is the week spot on this compass is the lid.
