What's the source of this Viking code? Is this officially from Viking culture?

The short answer is yes and no. These virtues/aphorisms are quite general and could be applied to most cultures/people, but some do overlap with the Havámál - historic poetic verse in norse advice and guidance on life. There's no doubt vikings would have adhered to some of these principles back in the day, but having read the Prose Edda and Poetic Edda, I can think of at least three values that are more specifically viking than the ones on here. It's a good plaque though. Nice looking and good quality.
