Where do we get the metal strips to attach soundproofing material?

Amazon sells "resilient channels" that are used to separate the MLV and sheetrock from the wall.

Can I nail Sheetrock over it?

ABSOLUTELY! You can nail sheetrock to it. First tape over all the nails/screws & seems with TUCK TAPE. (Remember, any little hole, crack, or space is the enemy.) Nail/screw the sheetrock to the MLV. Then, if you REALLLY want to make an appreciable difference, use TITEBOND ACOUSTICAL SEALANT by applying it on the sheetrock you just put up & then use 3inch nails to apply another layer of sheetrock. This will raise your STC rating significantly.

can I put it over a plaster wall? can I just nail directly on the wall?

You can put it on the studs then cover it with drywall. Plus we have put it on the drywall then put a thin layer of drywall over that. works great both ways.
