Why do I get an electric shock if I accidentally touch the top and if so is it still working ?

I get the same when I touch it and the lanyard is around my neck. Ions are made by electricity (ions) being released into the air around you, when you touch the emitter you simply are feeling the shock that normally goes into the air.
