Can this be ironed onto laminated wood?

It won't be flat...and it would take a higher temp... I can't give a 100 percent yes. Only a high possibility.

Does this work as a bottom layer well?

No, you don't want to layer over glitter.

Do I peel the plastic layer before ironing?

No that is the carrier sheet and you iron on then peel off. Some you peel off warm some cold. Sister lists all the htv and heat instructions on there website. I hope this helps.
