Can I use this at the very end of a car exhaut that only get's at most, 150 F ?

I don't see any reason you could not use it in that low of heat, I wrapped all my pellet stove joints with this and it is holding well

This stuff works like aluminum foil wrapped in a tape.

Insulation vs conduction: does this tape conduct heat or insulate it? description mentions "conductive" properties. any insulation properties?

I serious doubt it has any insulation properties, you could use to tape air duct but the wood stove pipe I tape up , got extremely hot and that fell off. I probably should have wrapped more time but it's metal tape it will absorb whatever temp it's around
