Can this be put together without handle portion? (will cart still be structurally sound, if i leave the handle off/ don't use?)

I use this without the handle. The handle is an add on that you attach to only two posts.

Is the 21” wide counting the handle?

yes it is 19 inches without the handle

36" tall, 21" wide, and 15" deep. Sturdy, I'm pleased with cart.

Do the drawers swing open when rolling? or can you lock them closed?

They do not lock, but since they open perpendicular to the handle I haven’t had trouble with them sliding open while pushing the cart.
