He may be ok. There is room for the blow up belly that is included in the costume, so if anything, just skip the belly!

I would say a large if he is tall the costume has some room on the belly part so you can Inflate the fake belly that comes with it my son wore it last year and he was 7 mine is more on the short side and I got medium.
