What is the actual length of the charging cable? Need to know how far away I can place the panel from the battery

The main cord is 8ft. long with the the two connecting cords, ie, one to use when connecting to the battery and one to use when connecting through the cigarette lighter are about 15" each. Can i just connect the black and red clamps directly to an electric fence? Or do I need anything else?

You just need to connect the sun to the alligator clips to the battery and the other end sae head to the solar panel.

can I use this for light in my barn

You could if you connected it to a small 12v battery and used some of the 12 LED retrofit light kits they use for the interior of cars or an 12v led strip. I'd suggest maybe a 12v CCTV battery to make it affordable. Unless you are talking about large amounts of light, then you probably would be better off with some kind of pre-made solar light kit.

Does this unit have a charge profile controller for lead acid batteries, they prevent over charging & shut down the current as battery approaches 12v?

It has no controller. But if you charge small batteries, you need a controller. If you charge a large battery, you don't need a controller because its current is relatively small and it won't cause overcharging.
