It doesn't say on the bottle so maybe address this to the manufacturer I assumed it was not.

Yes but it is a spray bottle so best used as a handheld cleaner

Q: can it be used on painted wood

I have used it on lots of different surfaces including painted wood, granite, quartz and stained wood with with no problems. It smells nice too!
