Would this practical for someone who is IT person. This would be a gift.

That really depends on the equipment this person likes to carry with them. This backpack is big; really big. I have a 17" BOXX mobile workstation, and it holds the computer very nicely. I like to use a standard keyboard, and it holds one of those easily as well. There is a lot more room in it for other things, but between my computer and the required two chargers, it starts to get heavy. If this IT person likes to bring a separate, full size keyboard with, I'd say they would be very happy with the size of the bag; if not, it may be bigger than they want. The quality of the bag seems to be quite good based on the two months I've been using it. Probably not helping you much, am I?

Does this model have the backing hole that fits over the handle of rollaway luggage, or do I have to get the EKP121 model that's ~$50 more?

it does have a small loop at the top to fit over a t-handle bag but other that that it has 2 straps to wear on the back......but no backing hole

Not a chance, there some pockets in the main compartment that could hold it but not the sides
