Is this fine enough to strain out powdered spices and silt from rice water?

Yes, the 200 mesh seems certain to me to filter out effectively the products you mention.

Do the higher mesh numbers mean a finer mesh? Is the mesh strainer suitable for hot coffee?

Mesh size is referring to the mesh number (a US measurement standard) and its relationship to the size of the openings in the mesh. A higher number means more (and thus smaller /finer) holes. 200-mesh screen has 200 openings per inch. The filter is made of nylon which should have a temperature rating high enough for Hot Coffee provided you're not superheating your coffee water. e.g. various drip coffee makers use a nylon filter and it is dishwasher safe. Typically, this mesh is rated to 350° F but that's for US Made verified meshes, I cannot say the same here.

What grade stainless steel is this?

I’ve had it for quite awhile now. It’s been washed and it hasn’t rusted. Not sure what grade but no rust!

Will this work to strain oatmilk pulp?

To some extent. It's a good filter, but if you try with oatmilk pulp it will probably take a long time. The first "oatmilk" will come thru, but the more pulp that gets filtered the slower the rest will drip thru until you have a filter full of liquid sitting on top of a slow drip filter. If you're making a lot you'd probably want something more like a "nut bag".

E' funzionale (ha una forma che permette all'aria di entrare per far scendere l'olio ma non viceversa), è di acciaio, il filtro è efficace ma allo stesso tempo non è lento, il fondo raccoglie perfettamente le impurità che "scappano", lo spazzolino semplice e carino. i 4 gancetti adesivi da parete poi un extra molto comodo (io li uso per le presine da cucina e per gli scolini).
