How often should I change the filter?

I change the filter about every 3 months. I will rinse off the one in the fountain each time I add water. The fountain let's you know when it needs changed also.

Do i have to have the sponge?

If by sponge you mean the filters, I would suggest that it makes the water stay cleaner longer
